About the client

Our client is providing an advanced transport network for the people of Dubai. They have been high on the government’s agenda, which is evident from its initiatives to enhance the public transport facilities and improve roads across the emirate to make travel safer and smoother. Our client is responsible for planning and providing the requirements of transport, roads & traffic in the United Arab Emirates.

About the position

This position aims to provide technical studies and scientific analysis for the mechanisms and policies of the Roads Management department, develop technical and procedural guidelines for implementing project design and execution procedures, ensure the annual project works are in line with the operational plans without exceeding financial expenditures, and set execution plans according to approved budgets to maintain the required performance indicators and develop new indicators to improve road quality. Additionally, it aims to support and encourage innovation, transfer knowledge, train technical staff, and prepare studies, research, and periodic reports on all strategic and key issues to ensure continuous development mechanisms. Moreover, it includes auditing and reviewing reports prepared by engineers (Senior Engineer – Chief Engineer).

Key Accountabilities & decision making

Monitor the technical team to verify and ensure the execution of scheduled works carried out by road contractors and manage the receipt operations per the approved specifications and standards, and report to the direct manager.
Ensure the progress of annual project works is in line with the operational plans and adheres to the approved budgets without exceeding financial expenditures.
Conduct benchmark comparisons to develop management indicators and performance standards.
Carry out research and development operations for the department to find the best global practices in the field and train technical staff.

Contribute to the training and qualification of national cadres in the field of the department (project design project supervision).

Participate in seminars, conferences, and workshops related to road implementation fields and develop

relationships with international expert companies in the field, as well as universities, academic institutes, and specialized scientific associations.

Prepare work methodologies for road design projects and ensure they include all necessary requirements to achieve the best desired results, taking into account the needs of all concerned parties, especially clients and end-users.

Create a comprehensive database for road, bridge, and tunnel projects and develop it to preserve project information and files.

Review designs of new road projects submitted for review by the Senior Engineer in the department.
Ensure the application of road project programs by the Chief Engineer and set alternative plans to adhere to the execution timeframes and deliver project outputs on time.
Audit and review technical reports prepared by the Senior Engineer to develop standards and specifications for road works.
Maintain existing road performance indicators and develop new indicators to improve road quality in coordination with relevant departments (Road Maintenance Management, Traffic Management, Health, Quality, and Safety Office).
Study, analyze, and develop technical manuals and mechanisms used in road management to improve and extend the lifespan of road network assets.
Prepare semi-annual value engineering reports and submit them to the direct manager for approval.
Audit and approve department reports prepared by department engineers (Senior Engineer and Chief Engineer) for submission to the direct manager for approval.
Prepare comprehensive reports to study and analyze non-compliant cases and works against quality standards (e.g., annual reports) to identify root causes and main factors to improve work practices in design or execution stages.

Apply clear methodologies and standards to monitor contractor compliance with quality standards and identify any related issues in advance.

Perform any other tasks assigned by the direct supervisor.
Study the lessons learned from designing and executing projects and conduct periodic analyses (e.g., annual reports) to analyze the lessons learned from the projects as a whole to benefit in developing design and execution practices.

Education, experience & skills

Bachelor's degree in Civil Engineering with a minimum of 14 years of experience in the field, or a Master's degree in Project Management (PMP) with a minimum of 12 years of experience in the field.
Adaptability to work environments requiring effective prioritization and coordination of simultaneous projects.
