They have been high on the government’s agenda, which is evident from its initiatives to enhance the public transport facilities and improve roads across the emirate to make travel safer and smoother. Our client is responsible for planning and providing the requirements of transport, roads & traffic in the United Arab Emirates.

Job Purpose

Direct the planning, designing, construction, and assessing of roads network and ensure on- schedule completion within or below budget in accordance with contractual obligations.

Key Results Accountabilities

• Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
• Develop and plan road projects based on the client master plan requirements and the TRA strategic plans and objectives.
• Ensure that proper housekeeping is done within the department.
• Manage and ensure submission of the yearly business objectives by employees.
• Manage the performance management system and ensure form completion in all aspects including counselling remarks, identification of training and development needs of employees.
• Promptly report all accidents and/or potential hazards.
• Mobilizes available resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
• Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies.
• Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.
• Perform other responsibilities associated with the position as appropriate.
• Ensure the timely submission of personal measurable objectives to the concerned supervisor.
• Oversees establishment of project execution plan, health and safety plan, quality assurance/quality control plan, and other documents as required.
• Ensure all the environmental aspects in the area of responsibility are identified and actions are taken to ensure compliance with the HSE standards.
• Direct and ensure the proper orientation program for new employees including the clarification of their role and job descriptions.
• Ensure achievement of targeted results in each key performance areas as outlined in the plan.
• Ensure efficient, courteous, and timely services to all employees’ requests and enquiries.

• Establishes weekly meetings to review project status and formulate action items.

• Roads management
• Develop and provide a comprehensive strategic plan, objectives and KPI for all activities, projects implemented by the directorate functional departments and ensure that it is done on time effectively and efficiently as per client vision, policy, rules and regulation.
• Responsible for directing and provide high level of roads management, support, and advice to deliver effective planning outcomes for RTA and directs the preparation of all roads planning reports.
• Comply with the client’s quality standards and requirements.
• Collate training information from the performance appraisal forms for identification and designing individual training programs.
• Direct the implementation of the scope development, scope management and commercial performance of the project to meet project goals and objectives.
• Training & Development, Health, Safety & Environment
• Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project or subtask.
• Acts as the directorate representative with the client and selected subcontractors during the program execution.
• Comply with the client policy in respect to the shareholders, customer, suppliers, employees, and to carry out your duties and responsibilities as per client Code of Ethics.
• Ensure the integration, execute, or monitor road construction projects to compliance with approved designs and specifications engineering, and construction activities.
• Work with directors, managers, and authority leads to develop budgets, schedules, and action plans for the various elements of cross functional project, team and/or committee, ensure that the project meets or exceeds goals established in these plans.
• Comply with the client applicable HSE rules and procedures.
• Assigns responsibility for executing project plans to key subordinates and provides input to performance reviews and development plans for subordinates.

Knowledge, Skills and Experience

• Bachelor’s degree in transportation or related field from a recognized university.

• 12 years of roads maintenance experience, familiarity with the inspection procedures
• Computer-literate performer with extensive software proficiency covering wide variety of applications.
