Establish, develop, and maintain data management plans, standards, policies, processes and capabilities including but not limited to big data, business intelligence, data warehousing, master data management, and open data to empower the clients agencies and sectors to become efficient and innovative through data driven decision making.
Key results accountabilities
- Risk Management: Carries out risk assessment within the data management section, uses consistent processes for identifying potential risk events, quantifying and documenting the probability of occurrence and the impact and coordinates the development of countermeasures and contingency plans.
- Business-IT Relationships: Manages the investigation of data requirements in order to establish, modify or maintain data capabilities that support technology strategy and needs. Oversee the development of business cases for strategic data management capabilities.
- Data Quality: Develop and maintain controls on data quality, interoperability and sources to effectively manage corporate risk. Lead the deployment and management of data quality monitoring systems. Measure master data and reference data for compliance to policy, standards and conceptual models.
- Manage Budgets and Costs: Develops an annual budget and forecasts projection, monitor implementation, evaluate and recommend specific adjustments during the implementation for the project needs.
- To perform other responsibilities, tasks as assigned by the Director
- Knowledge Management: Manages the delivery of data management related training material in a formal educational context to improve data management capabilities adoption and end-user awareness.
Knowledge, skills and experience

Bachelor’s degree in Information Technology, Computer Science, or Computer Engineering from a recognized university
Results-driven achiever with exemplary planning and organizational skills, along with a high degree of detail orientation

Goal-driven leader who maintains a productive climate and confidently motivates, mobilizes, and coaches employees to meet high performance standards.
Exceptional listener and communicator who effectively conveys information verbally and in writing.
Excellent project management skills to develop and direct project manager.
Ability to initiate and direct quality improvement projects in support of strategic and operational goals.
7 years of experience in a related field.
Flexible team player who thrives in environments requiring ability to effectively prioritize and juggle multiple concurrent tasks.
Computer-literate performer with extensive software proficiency covering wide variety of applications.
Excellent experience in systems and data design and implementation
Highly analytical thinking with demonstrated talent for identifying, scrutinizing, improving, and streamlining complex work processes.
Innovative problem-solver who can generate workable solutions and resolve complaints
